Had the bill passed it would have been vetoed, so the bill was a show bill intended to send Trump a message, but not one from the American people, one from the DNC-RINO party.

Lisa Murkowski of Alaska, Rand Paul of Kentucky, and Susan Collins of Maine defied their party to defy Trump, requiring Vance to break the tie.
