Two suspects in the stabbing and slashing of an off-duty NYPD detective during a robbery in the Bronx on October 2 have been identified as illegal immigrants, according to the Department of Homeland Security (DHS). Both remain at large as of Tuesday.

The two suspects approached the 33-year-old detective and attempted to rob him, stabbing him seven times as he defended himself from the brutal attack, and then took a chain off his neck. The suspects have been identified as 25-year-old D’Angelo Caraballo and 24-year-old Sneider Mejia, both illegal immigrants from the Dominican Republic.

Anti-ICE activists in Washington state are demanding federal officials stop using ankle shackles on detainees transported aboard Immigration and Customs Enforcement flights, despite documented cases of detainees attacking federal officers during deportation operations, including one deportee who became violent aboard an aircraft while already restrained.

Approximately two dozen protesters marched Tuesday to a Federal Aviation Administration office in Des Moines, Washington, and attempted to deliver a petition with more than 950 signatures calling for an end to shackling detainees aboard ICE flights operating out of King County International Airport, commonly known as Boeing Field.

Video from a publicly available livestream showed detainees boarding an aircraft with restraints around their ankles and their wrists restrained near their waists. “We want them to enforce their regulations, their existing regulations in the federal code, that the FAA is supposed to enforce, that say people in chains are not safe on flights,” protester Justina Brown told KING 5. The protesters cited 49 CFR § 1544.221, a federal aviation security regulation governing prisoners traveling under the escort of armed law enforcement officers. One provision states that prisoners covered by the regulation must have their hands restrained while also requiring that “leg irons are not used.”

“This is one of the saddest days of my life as county executive,” the Republican official said at a Wednesday press conference.

“I am a law-and-order county executive,” he added. “I believe in the rule of law — even when it’s a bad law. And this is a very, very bad and dangerous law. But we don’t get to pick and choose the laws that we have to enforce or abide by.”

The anti-ICE Democrat mayor of St. Paul, Minnesota, is reportedly under investigation for alleged sexual harassment and inappropriate conduct toward St. Paul Police Chief Axel Henry and city employees, following a formal complaint filed by Henry.

Mayor Kaohly Her (DFL) is accused of sexually harassing Henry in one instance with an obscene text message.

In a letter to the city attorney on April 1, Henry’s attorney Chris Madel stated that “litigation is reasonably foreseeable.”

Madel alleged in the letter that Her’s conduct “extended beyond isolated incidents” and included harassment of subordinate city employees and members of the St. Paul Police Department.

Specific allegations cited in the complaint include a text message referencing “Weiner Wednesday,” a police department tradition, which contained a sexually suggestive meme and caption involving a photoshopped image of a security officer.

In the letter, Madel called on the city attorney to “take all steps necessary to perform a full filesystem extraction” of Her’s phones.

Meanwhile, Henry has participated in at least two extensive interviews with investigators, 5 Eyewitness News reported.

Madel told 5 Eyewitness News in a statement, “Chief Henry just closed a triple-homicide case in under four hours. He’s got a city to keep safe and has no comment on this.”
