A Democratic resolution demanding a State Department report on Americans killed in the West Bank failed in the Senate on Tuesday.
The procedural motion failed 47-51, according to Reuters. The result fell mostly along party lines. Pennsylvania Democrat John Fetterman was the only member of his caucus to oppose the measure. Kentucky Republican Rand Paul was the lone Republican to back it.
The resolution invoked Section 502B(c) of the Foreign Assistance Act, according to a release from Democratic Maryland Sen. Chris Van Hollen. Any senator can use the statute to force the State Department to turn over human rights findings on a nation that receives U.S. security aid. Passage would have set a 30-day clock for the department to brief Congress on each killing and on the treatment of Palestinians, including Israel’s jailing of Palestinian minors. Van Hollen led the effort with Virginia Democrat Tim Kaine, Vermont independent Bernie Sanders and New Hampshire Democrat Jeanne Shaheen. “It is our responsibility to ensure recipients of US taxpayer dollars act in line with our laws and our values,” Van Hollen said, according to Reuters.
